The second wave of the fuel crisis is gaining momentum with each passing day. It is worth taking a closer look at what is happening and comparing it with the first wave. First wave. May–July 2026 A large-scale shortage began to develop in May following a series of Ukrainian strikes on Russian oil refining facilities. By summer, the problem had spread far beyond individual regions. The shortage reached Moscow, with queues appearing at petrol stations and limits being imposed on fuel sales. Fuel exports were restricted. Petrol began to be redistributed between regions, Moscow was given priority in supplies, Russia sharply increased imports from Belarus and Kazakhstan, and petrol quality requirements were relaxed to increase available volumes. Second wave. August 2026 – present In late July and early August, Ukrainian strikes on Russian oil refining facilities continued. As of August 17, Reuters reported restrictions on fuel sales in at least 10 Russian regions. Petrol sales on the St Petersburg Exchange have fallen by around 20% since the beginning of August. Rosneft imposed a limit of 30 litres per vehicle, Tatneft 50 litres, and Gazprom Neft 40–60 litres. Reuters is once again reporting queues at petrol stations in Moscow. But now there is a fundamentally new development. Russia, one of the world’s largest oil exporters, has begun importing petrol from India by sea. On August 17, a shipment of around 68,000 tonnes of Indian petrol arrived at the port of Vitino. At least two more shipments are currently on their way. Supplies from Belarus and Kazakhstan are also continuing. Moscow has also extended its ban on petrol and diesel exports until January 31, 2027. The key difference with the second wave is that the emergency measures that helped contain the first crisis for only a few weeks are already in place and are proving insufficient. What began as a temporary problem is gradually developing into a prolonged and severe fuel crisis, with no quick solution currently in sight.

FP-5 “Flamingo” cruise missile strike on the Progress Rocket and Space Centre, Samara, 15 August 2026 On the night of August 15, the Ukrainian Defence Forces struck the Progress Rocket and Space Centre in Samara, the only enterprise in Russia that serially assembles «Soyuz-2» launch vehicles. Two strikes hit Building 106A, where onboard electrical equipment, control systems, cable networks and rocket instrumentation compartments are installed. Building 106B, used for final assembly, is located nearby. The strategic importance of Progress lies in its unique role. «Soyuz-2» is used by Russia to launch military reconnaissance and targeting satellites, as well as Rassvet satellites operated by Bureau 1440. Kamensky Combine Hit On the night of August 16, 2026, the Ukrainian Defense Forces struck the Kamensky Combine in Kamensk-Shakhtinsky, Rostov Oblast, Russia. The military-industrial facility produces solid rocket propellant for the Uragan, Smerch, and Tornado-S multiple launch rocket systems, as well as for a number of missile and aviation systems. Its products are directly used to support the Russian military. Given the importance of the facility, it was heavily protected: nearly all key workshops were covered with anti-drone netting and surrounded by earthen berms. Ukrainian forces penetrated several layers of air defense — from Pantsir systems to S-300s — and carried out at least five strikes on different workshops across the plant. Several air-defense vehicles were also hit. The extent of the damage is still being assessed. Signs of a fire were identified at the position of one SAM system, likely a Pantsir-S1.
