Russia continues to attack our energy sector, regular logistics, and critical infrastructure. And our responses to them for this are tangible. There are new results from the Defense Forces of Ukraine regarding the refinery in Syzran. There was also a strike in Taganrog on a drone production facility, as well as on a drone preparation and launch site in the Oryol region. Targets were hit in the Black Sea as well. I thank every one of our warriors for the effectiveness of our long-range sanctions! The day before, the United States also announced a significant decision regarding Russia’s VTB Bank – one of Russia’s systemic banks, which is heavily involved in schemes supporting Russia’s war and, in particular, its relations with the Iranian regime. All such schemes that work against peace truly need to be dismantled. I thank our partners for this useful step! There is no alternative to ending this war. Two Russian oil refineries were hit overnight. On the night of September 13, 2026, units of Ukraine's Defence Forces struck the Slavyansk EKO refinery in Krasnodar region. A fire was recorded at the facility. Slavyansk EKO is one of the largest independent refineries in southern Russia, with a processing capacity of around 5.2 million tons of crude oil per year. The TANECO refinery in Nizhnekamsk, Republic of Tatarstan, was also hit. One of its storage tanks caught fire. Russia's refining capacity, its fuel logistics, and its drone launch sites are all part of the same war machine, and all of them remain valid targets. Minister of Defence of Ukraine Evgeniy Khmara noted another round of effective strikes by the Defence Forces, this time on a plant in Russia's Samara oblast that produces high-octane petrol additives, synthetic rubbers and monomers. These components are used in the manufacture of solid rocket fuel for tactical and ballistic missiles. Over the past day, strikes also set an oil refinery in Saratov ablaze. A sanctioned chemical plant in Volgograd came under attack as well, one that manufactures ferrocene-based combustion catalysts and develops chemical production technologies. This continues a week of effective action by the Defence Forces. Since Monday, strikes have hit basing and launch sites for strike UAVs near Donetsk. In Bryansk oblast, three radar stations and a ground relay station were destroyed, equipment Russian terrorists used to guide drones onto Ukrainian civilian sites. The Defence Forces also broke the 2026 deep-strike record, hitting a key gas condensate processing plant in Novy Urengoy, 3,000 km from the border. At least three warships were hit in Novorossiysk, and in Crimea a patrol boat and reconnaissance antenna systems. In Dagestan, a strike hit the seaport, a critical supply node for Iranian Shahed drones and their components. The Defence Forces are doing everything possible to remove the root cause of the air raid alerts: Russia's ability to attack Ukrainian cities. We are stripping the enemy of the material resources for war. We are continuing to carry out the plan to force Russia into a just peace.

Ukraine's Defence Forces continue to systematically destroy the aggressor's military and economic potential. Strikes deep inside enemy territory are a clear strategy for bleeding the Russian war machine dry, Minister of Defence of Ukraine Evgeniy Khmara said. In the past day alone: - The Kirishi oil refinery in Leningrad region was hit. That is hundreds of thousands of tonnes of fuel that will never reach Russian tanks. - A large fire broke out at Yeysk airfield in Krasnodar Krai after a direct hit. - A Shahed preparation and launch base was struck in Millerovo, Rostov region, one of the sites Russia uses to send drones against Ukraine. - The "Kover" plan, closed airspace and air raid alerts covered 10 Russian regions at once. Chkalovsky airfield near Moscow and Sochi airfield in Adler suspended operations. A number of refineries have been hit over the course of this week: - 25 August — the Afipsky refinery, one of the largest oil processing plants in Krasnodar Krai. - 26 August — the Kstovo oil refinery, the fourth largest refinery in Russia and the second largest by petrol output. - 28 August — the Slavneft-YANOS refinery in Yaroslavl. There is no such thing as a "deep rear" for our Deep Strike systems. The Russian war machine will burn wherever it prepares its crimes.

We bow our heads in deep sorrow together with every family that has lost loved ones in the terrible tragedy in the village of Myla, Kyiv region. As of 15:00 on 29 August, 37 people are known to have been killed and 15 injured. Two more are still being searched for under the rubble. Siting depots holding explosives next to civilians is unacceptable. The heads of all relevant components of the Security and Defence Forces and of Ukraine’s defence industry must carry out a full audit of the sites where weapons and ammunition are stored. Facilities of this kind must not stand next to residential buildings where people live. Rescuers, medics and police are working around the clock at the site in Bucha district, Kyiv region, and local communities are doing everything they can to rescue and support those affected. Russia will answer for every crime it commits against Ukrainians on our land.

Minister of Defence Evgeniy Khmara: At the President of Ukraine’s proposal, the Verkhovna Rada today approved my candidacy for the position of Minister of Defence. I thank every Ukrainian warrior who is holding the line and destroying Russian occupiers. I am grateful to the President, Members of Parliament, and the people of Ukraine for their trust. During my address to the Verkhovna Rada, I outlined the priorities for the Ministry of Defence following my appointment. We are at war with a powerful enemy that employs the most insidious and brutal methods of warfare. We know Russia’s next steps, its mobilisation plans, and its strategy for the autumn and winter. We will do everything possible to protect Ukraine, reduce Russia’s war-making potential as much as possible, and force the enemy to accept a just peace. This is the task that the Supreme Commander-in-Chief has set for all of us. That is why synergy at every level is essential: the President, Parliament, Government, General Staff, Ministry of Defence, combat units, defence manufacturers, and partners. The aggressor can be forced to peace only through the strength of our military, technological solutions, and asymmetric approaches. We have erased the distances. There are no longer any safe zones for facilities that fuel Russia’s war. For the first time in history, we are striking targets even in Siberia. The entire economic base of the enemy’s war effort is a target for us. We must gain an advantage on the battlefield through the ingenuity and professionalism of commanders, the training of our warriors, innovation, and modern weapons. We have three equally important key priorities. The first priority is the front line. This means seizing the strategic initiative across all domains of warfare: on land, at sea, in the air, and in the information space. The needs of the front must reach the Ministry quickly, and the Ministry’s decisions must reach the front. The military needs weapons — in large quantities and on time, through transparent procedures and without unnecessary bureaucracy. Procurement will serve exclusively the front and the defence of Ukraine, not any individual interests. We will adapt the supply system to the pace of the war. We are also working with our allies to protect Ukrainian skies from Russian ballistic missiles. A special focus is on deep strike and middle strike. The operation in Novorossiysk and a series of successful strikes before it have demonstrated the strength of cooperation between the Defence Forces, manufacturers, and state institutions. There will be more Ukrainian-made weapons. The strikes will be more precise. Another important priority is human capital. The lives and health of our warriors are an absolute value. Technology is needed to give Ukrainian defenders an advantage and minimise the risks to human life. My task is to communicate directly with our defenders. From my own experience, I know that a warrior is motivated when they feel respected, receive high-quality training, and serve under fair rules. Another key priority is the defence industry. The defence industrial base is the foundation of our strength today and our security for years to come. Our task is to develop it and scale up production. During wartime, protecting the state is the key priority for the entire system of government. Every state institution must ask itself what it is doing in the interests of defence.
