These Sectors are Iran’s aviation, digital asset, gold, shipping, and technology sectors and they were already sanctioned, but largely through authorities that required a connection to the regime: IRGC ties, government ownership, a designated counterparty. This determination removes that requirement. Anyone “operating in” these sectors (even if they’re outside Iran but trade with Iran) is now designatable on that basis alone. Foreign banks facilitating those transactions risk losing U.S. correspondent access and being sanctioned. Translation: any inbound or outbound touchpoint with Iranian crypto, aviation, gold, shipping, or tech now carries sanctions risk, regime connection or not. Crypto, gold, aviation, and tech are among the remaining gaps the regime exploits to generate revenue and hard currency.
