Casualties could be seen being treated by paramedics on a rigid black inflatable boat moored to the side of the river. Officers have taped off a section of the bridge overlook the Houses of Parliament. A large number of police officers, fire crews and ambulances are on the scene, with traffic across the bridge at a standstill. A Port of London Authority spokesperson said: “We are aware of an incident involving a police vessel at Westminster Bridge. “We are supporting the response and providing assistance where needed, working closely with the Metropolitan Police, HM Coastguard and partner agencies to manage the situation.”

A Chinese missile destroyer fired live ammunition while a Russian Navy frigate sailed nearby, in what Japan says is another sign of the growing military cooperation between Beijing and Moscow. Tokyo has lodged a formal diplomatic protest, arguing the exercise posed a danger to civilian shipping. Beijing rejected the complaint, insisting its vessels were operating in international waters and in accordance with international law. The incident is particularly significant because it took place near Okinotorishima, whose legal status has long been disputed. Japan classifies Okinotorishima as an island, giving it the right under the UN Convention on the Law of the Sea (UNCLOS) to claim a 200-nautical-mile Exclusive Economic Zone. China disputes this, arguing that Okinotorishima is merely a rock, which under UNCLOS would not generate an EEZ. Beijing therefore rejects Japan's maritime claim and refers to it as Okinotori Reef. Although military vessels are generally allowed to operate within another country's EEZ under prevailing interpretations of international law, Japan argues that conducting a live-fire exercise in the area was an unnecessary show of force that created avoidable risks for commercial shipping. The exercise also reflects a broader trend. Chinese naval forces have been steadily expanding their operations farther into the Pacific, while joint patrols and exercises with Russia have become increasingly frequent. Last year, Chinese aircraft carriers operated simultaneously in the Pacific around Japan for the first time, and Chinese and Russian bombers have now conducted multiple joint patrols around the Japanese archipelago. Japanese officials believe Beijing is gradually normalizing a permanent military presence deeper into the Pacific. Beyond demonstrating naval reach, these deployments would also familiarize Chinese forces with sea lanes that could become strategically important in any future conflict involving Taiwan, where U.S. and allied reinforcements would likely have to operate.

President Volodymyr Zelenskyy has now appointed him as the country's new Commander-in-Chief, replacing General Oleksandr Syrskyi. Unlike many senior officers, Drapatyi built his reputation almost entirely on the battlefield. He first became known during the Battle of Mariupol in 2014, when he personally led an armored assault through separatist barricades to relieve Ukrainian forces. Later that year, after Ukrainian units were surrounded near the Russian border, he led hundreds of troops through Russian-controlled territory in a successful breakout that became one of the defining episodes of the early war.
