R to @Colmogorman: Each Bishop is of course responsible for his own actions, for his own role in the cover up, but it was a cover up directed from the top down. The Curia of the Vatican, headed by the Pope, is responsible for the willful, deliberate cover up they enforced.

R to @Colmogorman: Rather it was a perfect example of the systemic cover up and facilitation of the rape and abuse of children and vulnerable adults by the Roman Catholic Church across the globe. Responsibility for that does not rest with any one Bishop.
