NEW from DUP: Robinson: Sinn Fein’s attack on Education Minister rooted in hatred for Israel DUP Leader Rt Hon Gavin Robinson MP has accused Sinn Fein of using the NI Assembly to advance an anti-Israel agenda rather than focusing on improving Northern Ireland’s schools, following their decision to support a no-confidence motion in Education Minister Paul Givan. Mr Robinson said: “Sinn Fein, in being led by Gerry Carroll, is indicative of their real motivations as they beat their chests with great excitement at Belfast City Hall today. Their decision to back a motion of no confidence in the Education Minister over a visit to Israel is rooted in their long-standing hostility towards the Jewish state and their sympathies to, and support for, the Hamas terrorists who can have no part in the future of Gaza and the Middle-East.    The pan- Republican front’s futile attempt to bully and intimidate will always fail. We will never bow to such demands which show the depth of hatred for Israel and its people. NEW: Sinn FĂ©in will support no confidence motion in Education Minister - Hargey Sinn FĂ©in MLA Deirdre Hargey has confirmed her party will support an Assembly motion of no confidence in Education Minister, Paul Givan. The South Belfast MLA said the minister’s actions were totally inappropriate and have undermined public confidence in his ability to serve in office. “The Education Minister’s decision to travel to Israel and use departmental resources to promote that trip is both inappropriate and unacceptable.” said Ms Hargey. “In the past two years alone, Israel has murdered more than 20,000 children and 500 teachers and destroyed nearly every educational facility in Gaza. “No Minister should associate themselves with Israel's genocide, ethnic cleansing, forced starvation and illegal occupation. “Sinn FĂ©in will support the motion of no confidence in Paul Givan when it comes before the Assembly.”

R to @AmandaFBelfast: NEW: Commissioners announcement an example of Starmer or Stormont decision - Campbell   DUP East Londonderry MP Gregory Campbell has said the appointment of Commissioners for Ulster British Culture and Irish Language are an example of how unionists need to give consideration to when they have a Starmer or Stormont decision to make.   Mr Campbell said, “The announcement of Commissioners, one for Ulster-British culture and one for the Irish language, is a real-world example of how a decision can be shaped locally but if all power was handed to Starmer, so too would any sense of balance and we have real world experience of where that takes us to.   For years, Sinn Fein and the radical Irish language lobby demanded a stand-alone, all singing all dancing Irish Language Act. What we have today is not that. It is not the Irish Language Act that republicans campaigned for. That is only because decisions were taken here in Northern Ireland, within a devolved framework, rather than by default to a Labour Government in London.   Those who shout loudest for direct rule need to face a simple truth, direct rule would not mean unionist rules, it would mean Keir Starmer rules. With him and the NIO there would have been no balance, and no joint oversight between First Minister and deputy First Minister. There would have been a one-way street for the Irish language lobby.   The lesson is black and white with no room for any ‘third option’, If Stormont had been kept down, it would be the Starmer Government implementing legislation today, not a balanced outcome agreed in Northern Ireland. Those who campaigned to keep Stormont closed would have no one to blame but themselves.   This arrangement is not perfect, but it is far better than handing control to a London Government.”

NEW statement from Derry ISPC: "Derry ISPC reaffirms its solidarity with the pro-Palestine activists targeted by the PPS over an ‘unnotified’ march on 14 February 2024 in response to a devastating attack on Rafah amid the ongoing genocide in Palestine. Five of the six activists have been offered an ‘informed warning’. While Foyle MP Colum Eastwood has accepted the warning, the three members of Derry IPSC: Shaun Harkin, Goretti Horgan and Nina Pulis firmly reject any admission of wrongdoing, stand by the principle that protesting genocide is not a crime and argue that pre-notification of the march could not have occurred as it was not planned." Derry IPSC spokesperson Janine McLaughlin said: “We further condemn the discriminatory treatment of one activist involved in the 2024 protest who is being singled out by the state. R to @AmandaFBelfast: NEW: Language Commissioners must build trust, not division - Butler Ulster Unionist Party Deputy Leader, Robbie Butler MLA, has said the newly appointed Language Commissioners and the Director of the Office of Identity and Cultural Expression must demonstrate that they can deliver real benefit to the public and build trust, rather than deepen division. Mr Butler said, “This is, of course, the outworking of another Sinn FĂ©in and DUP talks process, which sidelined others and didn’t attract the support of many. Therefore, the Commissioners come in at the outset under a cloak of scepticism. At a time when public finances are stretched to breaking point, every penny spent must show clear value for money for everyone across Northern Ireland” “Promoting language can be positive, but it must never be forced on communities who do not want it. Past attempts to politicise language have created resentment and mistrust. That approach cannot continue. Commissioners must learn from those mistakes and focus on inclusion, not imposition. “Language should unite, not divide. Both Irish and Ulster-Scots have shaped our shared culture through literature, music, storytelling and identity, and both deserve recognition. But equally, many people do not identify with either language, and their views matter too. Progress for one language must never come at the expense of another. “The Ulster Unionist Party believes that fairness, equality and respect must underpin all language policy. The new Commissioners have an important role in ensuring that cultural expression brings people together and helps Northern Ireland move forward as part of a Union for all our people.”

Mid Ulster MLA Patsy McGlone said: “I welcome confirmation that the ongoing uncertainty has now ended and that the language commissioners will soon take up their posts. It is typical of this Executive that, five years after this commitment was made, there were still issues getting it over the line. “It’s also good to see progress with appointees to the Office of Identity and Cultural Expression, but I would challenge the Executive Office to detail their experience of language and cultural issues. “This is an opportunity to move on from the contention we have seen around these issues and to promote respect and accommodation for differing traditions. Everyone has the right to celebrate their culture, and it’s deeply disappointing that this has so often been used as a political football. “Attention must now turn to ensuring that the commissioners can begin their work and give the Irish language and Ulster Scots the proper place and recognition they deserve in public life. This has been a long-running saga, these rights have been hard won, and people will want to see progress.”

Implementation of Commissioner’s ‘best practice standards’ will be ‘defining test for Executive Office’    Conradh na Gaeilge and An Dream Dearg have welcomed the announcement that the first ever Irish Language Commissioner is to be appointed. Today, Tuesday 28 October 2025, it was announced that Dr PĂłl Deeds has been formally appointed in the new role.  The appointment of an Irish Language Commissioner is a core element of the new Identity and Language Act which was passed in Westminster in 2022. The Act is the outworkings of draft-legisation published as a fundamental part of the New Decade, New Approach Agreement which brought the Executive back together in January 2020.  The new Commissioner will be tasked with developing new ‘best practice’ Irish language standards to guide public authorities on their duties to promote the Irish language. The public authorities which come under the scope of the Commissioner are set out in Schedule 3 of the 2016 Public Services Ombudsman Act. The ‘best practice’ Irish language standards will be a series of policies setting out how the public authority will promote Irish in their services, correspondence, signage, training, marketing etc. Whilst the Commissioner will be tasked with setting the new standards, they will require agreement from the First and Deputy First Minister. In the scenario where agreement cannot be reached, or if there is no Executive in place, the 2022 Act bestows ‘step-in powers’ to the Secretary of State to take those decisions on their behalf.  The Irish Language Commissioner will also have a duty to investigate complaints made with regards to non compliance by public authorities in relation to the new language standards. CiarĂĄn Mac Giolla BhĂ©in, President, Conradh na Gaeilge said: “The original commitment to introducing the Irish language Act was agreed almost 20 years ago as part of the St Andrew’s Agreement. Now, the appointment of the Irish Language Commissioner is a core component in the implementation of the new legislation. It is a defining watershed in our campaign towards language rights and equality. For the first time in our history, we will have a strong voice for language rights in the very heart of the state. We expect immediate guidance from the new Irish Language Commissioner on issues of urgent public interest. In particular, we welcome recent public support from Dr Deeds for dual-language signage in Grand Central Station and for Belfast City Council’s newly agreed Irish Language Policy. We note the support he has also given in the part for the promotion of Irish Queen’s University Belfast, for example, and we anticipate that he will use his office and voice to propose and endorse effective Irish language policies as many of our public authorities begin that journey in the coming time. This appointment comes at an important time as the Executive will soon seek to adopt their first Irish Language 20-year strategy.” “We did say very clearly upon the ratification of the new Irish language act in 2022 that it was far from perfect, that it is nowhere near strong enough, nor does it fulfill the commitment in 2006 to introduce language legislation based on the rights-based approach in Wales. We said then that this journey would be a battle a day. Recent and continuous attacks on our language remind us that we must remain organised and actively promote positive, progressive policies that will make real change for our community. The adoption of the new legislation was the starting point of that new journey and the appointment of the Irish language commissioner the first significant footstep towards a new society where the Irish language is treated with dignity and equality.”

Subsequently Pól was appointed as Deputy Chief Executive of Foras Na Gaeilge, the body responsible for the promotion of the Irish language throughout the island of Ireland. 10. Lee Reynolds brings leadership experience and sectoral knowledge to the role of the Commissioner for the Ulster Scots and the Ulster British tradition.  Lee previously carried out the role of Chief Executive for the Community Convention and Development Company, Policy Advisor for the DUP, and subsequently as the Co-Head of the Ireland and Northern Ireland team of the Institute of Physics.  Lee also worked for the Ulster Scots Heritage Council and was a member of the expert panel advising on the development of the Ulster Scots Language, Heritage and Culture Strategy. 11. Brian Dougherty (MBE) has over 40 years’ experience in the voluntary and community sectors. Brian is currently CEO with the North-West Cultural Partnership a collaborative group for 6 cultural organisations who work extensively in civic engagement and Peacebuilding across the Derry/Strabane District Council area, the province, cross-border and internationally. 12. Ellen Finlay has over 25 years of extensive experience within the community and voluntary sector, working across the women’s, children’s, and mental health fields. As the founder of Policy 360, Ellen has worked with numerous partnerships to shape policy and deliver better outcomes for communities. She is a Non-Executive Director with the Belfast Health and Social Care Trust, a Commissioner with the Equality Commission for Northern Ireland, a Board Member of USEL and a Lay Member of the SENDIST Tribunal. Ellen brings expertise in governance, policy, and strategic collaboration. 13. Stephen Moore has extensive experience in accountancy. He is currently Head of Finance & Corporate Affairs at the Commission for Victims & Survivors having previously worked as a Director / Public sector Accountant with a Belfast-based professional services company. 14. Dr Callie Persic works as the Development Manager with the Belfast City Council, leading Belfast’s Connectivity Programme and city centre project, “A Bolder Vision for Belfast.” Working with cross-sector stakeholders and the community, she brings innovation and creativity to solve problems and find solutions to the challenges facing Belfast 15. Dr Jackie Witherow has over 20 years of experience across the public, private, and voluntary sectors. She has held several senior leadership roles at the Royal National Institute of Blind People, including Director of UK Nations. She served as Non-Executive Director of the Community Relations Council and formerly led policy development at the Arts Council of Northern Ireland. As Director of Witherow Consultancy, she currently advises organisations on strategy, research and communications. 16. NEW statement from THE EXECUTIVE OFFICE Language Commissioners and Director of the Office of Identity and Cultural Expression appointed The First Minister and deputy First Minister have announced the appointment of Dr Katy Radford as the Director of the Office of Identity and Cultural Expression (OICE), Pól Deeds as the Irish Language Commissioner, and Lee Reynolds as the Commissioner for the Ulster Scots and the Ulster British tradition. They will take up their posts on 13 November, for a period of five years. They have also confirmed the appointments of Brian Dougherty, Ellen Finlay, Stephen Moore, Dr Callie Persic and Dr Jacqueline Witherow as members of the OICE Board. They will take up their positions on 3 December, also for a five-year term. The Board of the Office of identity and Cultural Expression is made up of the Director and five members. 3. Although these public appointments are not regulated by the Commissioner for Public Appointments (CPANI), the appointment process for these appointments reflected the spirit of the CPANI Code of Practice. The new Identity and Language Authorities will be added to the schedule of the Commissioner for Public Appointments (Northern Ireland) Order 1995 when it is next updated. 8. Dr Katy Radford (MBE) brings a wealth of knowledge and experience to the role of the Director of the Office of Identity and Cultural Expression, having previously served as an Equality Commissioner for Northern Ireland, Vice-Chair of the Arts Council of Northern Ireland and as a member of the Commission for Flags, Identity, Culture, and Tradition. Katy was the first chair of the Racial Equality Subgroup, acting as a strong voice to Government on issues affecting minority ethnic people, migrants, and race relations. Katy was also Acting Director of the Institute for Conflict Research and was Acting Director of Policy and Research at the Commission for Victims and Survivors. Katy currently serves as an Electoral Commissioner for Northern Ireland and as Chair of the British Council Northern Ireland Advisory Committee.
